Information
Universally, the Enragement Ring was created by Reisen after the events of F★EXE, when Marc lost control of his rage and went insane. However, details as to where the ring came from and when Marc received the ring are contradictory among the many Ragefest V submissions that included the ring in their plots.

In Marc's (MORE) Precious, the company is about to fight rage-charged GrimaJoe when the ring is brought up. As Marc is about to fly into a fit of rage because of Ash, he stops himself and looks to the Enragement Ring. Explaining the purpose of the ring to Ash and General Ciraxis, a plan is formulated to use the suppressing power of the ring against GrimaJoe.
Powers and Abilities
The Enragement Ring's main function was to allow Marc to reach a serene state after being permanently scarred by the events of F★EXE. It's capable of doing this because it is imbued with Reisen's powers, which allow her to control Marc's emotional state.
However, the ring's secondary function, presumably found after its initial goal was met, was as a vital component of the Aurora Machina, alongside the Omni Tablet.
